Fortis Healthcare has strengthened its expansion strategy by signing an Operations and Management (O&M) agreement with Dion Group to operate a 300-bed multispecialty hospital in Cuttack, Odisha. The project marks Fortis’ first major presence in Odisha and its second major expansion in eastern India after Kolkata, reinforcing the hospital chain’s focus on tapping high growth healthcare markets across the country.
The greenfield hospital is expected to become operational within three years and will offer advanced tertiary and quaternary healthcare services, improving access to specialised medical treatment for patients across Odisha.

The new facility forms part of Fortis Healthcare’s broader strategy to expand its national footprint through asset-light growth models, including operations and management agreements, brownfield expansion, and inorganic growth opportunities.
According to Ashutosh Raghuvanshi, Managing Director and CEO of Fortis Healthcare, the hospital will improve access to advanced medical care for patients in Cuttack, Bhubaneswar, and neighbouring regions, reducing the need for patients to travel to other states for complex treatments.
Once operational, the hospital will be positioned as a Centre of Excellence, providing comprehensive multispecialty care supported by Fortis’ clinical expertise and operational capabilities.
How Does the O&M Model Benefit Fortis?
Instead of investing directly in hospital infrastructure, Fortis will operate the facility through an Operations and Management (O&M) agreement with Dion Group. This asset-light approach enables the company to expand into new markets while reducing capital expenditure and accelerating market entry.
Under the partnership, Dion Group will develop the healthcare infrastructure, while Fortis will oversee hospital operations, clinical services, quality standards, and patient care.
Fortis currently operates a network of approximately 6,100 beds across 36 healthcare facilities, including nearly 1,200 beds managed under O&M agreements, making this model an increasingly important part of its long-term expansion strategy.
